DCCCA welcomes Chief Behavioral Health Officer Kim Freese

DCCCA is pleased to announce that Kim Freese has joined the organization as Chief Behavioral Health Officer.

Freese brings a wealth of experience across mental health, addiction services, and public policy. Her career has included positions at the local, state, and national levels, where she’s become a dedicated advocate to promote recovery from substance use and mental health challenges. In 2024, she received the Champion of Recovery & Mental Health Advocacy Award to commemorate DCCCA’s 50th anniversary.

“Kim is no stranger to DCCCA,” Lori Alvarado, DCCCA Chief Executive Officer, said. “She began her recovery journey at First Step House (now First Step at Lake View) in Lawrence, held roles in both direct service and executive leadership where she was a program director in substance use disorder treatment for DCCCA from 2000-2006.”

Freese served as the Region VII Director of Substance Abuse and Mental Health Services Administration (SAMHSA) for 10 years, providing consultation and support to providers across Kansas, Missouri, Iowa, and Nebraska. In addition to her organizational leadership, Freese has extensive experience at the state level in Kansas, where she worked on Medicaid privatization, policy development, and program management. She also held roles within the state’s addiction services department, collaborating with providers and payers/funders, overseeing block grants, and contributing to policy initiatives.

DCCCA welcomes Freese and is looking forward to the leadership and expertise that she brings in support of the organization’s mission to improve the safety, health and well-being of individuals, families, and communities.
